forced user login

Hi,

My konakart has a special requirement, user must login to use the website (browser product, shopping..)
I find the "#cfg.title.APP_FORCE_LOOGIN                                 = Storefront force login" maybe do the trick.
I change the parameter to true, but it is not working
Can somebody give me a help
